Three BPD Command Officers Attend FBI Midwest Conference
Chief John Stacey, Lieutenant Bill McClintick and Lieutenant Mark Elbert of Bellevue
PD spent 4 days, September 4th through 7th, learning about cyber crimes, abductions, and liability
issues at the FBI Midwest Conference at the Lake of the Ozarks. All three command officers are
graduates of the FBI National Academy in Quantico, Virginia.
Much of the material covered centered on the enforcement of child pornography laws
and the capture of those involved with crimes against children. The profilers from the Behavioral
Analysis Unit provided insight into the thought processes of the types of people that commit these
crimes, which enabled a better understanding of what law enforcement is up against when dealing with
them. Lt Elbert said, "the department will benefit from the up-to-date training especially in light
of the internet-driven world we work in now." Chief Stacey said it was an "oustanding educational
session" and added, "the first-hand information that was passed on by these experts is something
that is retained for a very long time and near impossible to forget."
Also in attendance was Captain Rolly Yost of the Sarpy County Sheriff's Department
and Papillion Chief Leonard Houloose.
