BPD Hosts National Law Enforcement Management Expert
The Bellevue Police Department welcomes and hosts a national recognized police career
professional. Randy Means is one of the country’s foremost police legal advisors and law enforcement
trainers. BPD invites law enforcement professionals in the Midwest to Bellevue to attend the one-day
event on August 21st.
During the seminar, Means will address the increasingly complex business of policing.
He will tackle the legal and practical problems facing police departments by challenging agencies’
systems of policy, training, supervision and discipline. Lt Mark Elbert is the Professional
Standards Commander, and is reponsible for department training. He said the importance of hosting
this event is to allow officers to stay up to date with ever-changing legal issues. He explained,
"This obvioulsy benefits our community as it directly relates to the service citizens recieve, and
obtaining critical concepts from a presenter like Mr. Means is very cutting edge." The seminar is
targeted to law enforcement administrators, senior management, internal affairs investigators and
supervisors or anyone who is involved with police training and standards.
Means has received national press attention in both print and broadcast media. He is
the primary legal and risk management instructor for the International Association of Chiefs of
