For the second quarter in a row, Officer Franks has been named Bellevue Police Department's "Officer of the Quarter" for the first quarter of 2010. Four times each year the department selects one officer who has demonstrated performance above and beyond that which is routinely expected. Officers are nominated by their supervisor or a commanding officer. Officer Franks was named OTQ because of his exemplary work as a K9 handler as well as work on other cases beyond his responsibilities as a dog handler. In its memo to the Chief, the Excellent in Law Enforcement Committee referred to two occasions where Franks showed exemplary duty. The first was at a hostile party involving hundreds of people. Franks and is PSD Spike are credited with creating a safe environment for the officers who responded to the call. In the second incident, Franks and Spike assisted Omaha Police and U.S. Marhsalls in the apprehension of a armed robbery suspect.
