FBI Training

The officers of the Bellevue Police Department train continuously in various disciplines within law enforcement. A select few of them, all command staff members, have also completed training at the national level with the FBI.

Law Enforcement Executive Development

The Law Enforcment Executive Development Seminar (LEEDS) executive-level FBI training course at the FBI Academy in Quantico, Virginia. Bellevue's Chief John Stacey spent two weeks at this invitation-only training experience with nearly 40 other police executives from around the world taking classes in leadership, strategic planning, legal issues, labor relations, media relations, and behavioral science.

Chief Stacey is now a member of the Law Enforcement Executive Development Association (LEEDA), and continues to attend annual training conferences.

The FBI National Academy

Five of Bellevue's senior police officers have been accepted to, and completed the rigorous requirements of, The FBI National Accademy. The requirements to be accepted into the FBI National Academy program are very stringent and the quality of classes and training is said to be the best police training available, anywhere. Chief John W. Stacey, also an FBI National Academy graduate, says acceptance into the program is highly competitive and that less than 1% of law enforcement officers in the country are offered the training. He adds, "These are the cream of the crop law enforcement professionals and the knowledge goes both ways at this school. The FBI gets the benefit of this vast amount of knowledge and experience from all over the world, which is shared by all the students and the FBI."

Officers must be at the rank of lieutenant at a minimum and those accepted must also commit to attend two in-service training sessions per year.

The FBI National Academy was founded in 1935 by J. Edgar Hoover and is recognized as the premier provider of law enforcement expertise and training. Participants attend a 10-week session with courses in Leadership and Management Science, Behavioral Science, Law, Communication, Forensic Science and Health/Fitness.

Participation is by invitation through a nomination process. The state of Nebraska is allowed to send six police leaders per year. Participants come from every state, from U.S. territories and from over 150 other countries.

FBI National Academy Graduates

The Bellevue Police Deparment has five officers within the department who have completed the requirements of the FBI National Academy. They are: Lieutenant Mark Elbert, Lieutenant Ed Monnier, Lieutenant Bill McClintick, Captain Herb Evers, and Chief John W. Stacey.
