Professional Standards Bureau
The Professional Standards Bureau is responsible for overseeing
recruitment, hiring, departmental training, employee development, and administrative
investigations into employee conduct. The bureau exists to ensure a high level of
professionalism throughout the police department. The bureau is currently commanded by Lt
Mark Elbert who operates under the direct authority of Chief John Stacey.
The essential functions of the Professional Standards Bureau are as follows:
- Recruitment
- Assists the Civil Service with testing of police applicants
- Oversees the hiring process to include interviews, background investigations, medical exams, psychological exams,
and polygraph exams
- Serves as the liaison between the police department and the Nebraska Law Enforcement Training Center
- Oversees in-service training
- Monitors recruit training under the Department FTO Program
- Responsible for the department training calendar to include items such as firearms, emergency driving, defensive
tactics, CPR, and first responder
- Processes employees training requests and handles travel arrangements if necessary
- Manages the department’s job fitness program and oversees annual testing
- Reviews all incidents involving use of force by any Bellevue Police Officer
- Receives correspondence, phone calls, and personal visits from citizens making inquiries about police service,
sharing concerns, or identifying potential problems; handles inquires through listening, sharing information,
educating or undertaking employee investigations.
- Investigates complaints and takes steps to remedy the situation
- Records and processes commendations of departmental employees
- Assists the news media with their requests
- Represents the department in speaking engagements or other public events
