Officer Holm, Officer of the Second Quarter

The Excellence in Law Enforcement Committee selected Officer Holm as Officer of the Second Quarter of 2009. Officer Holm demonstrated performance above and beyond that which is routinely expected.

Officer Holm was recognized by his supervisor for the way in which he dealt with an elderly female citizen suffering from Alzheimer’s or Dementia. Realizing that the department has r esponded numerous times to assist the citizen, Ofc. Holm began researching the call history. He had the call history faxed to him by the communications center, including the notes. He then put together a package of available resources for her. He next located two family members who lived in the area and arranged meetings with them to discuss the call history and resource options available. This resulted in the citizen getting the help she needed.

Officer Holm also received a letter of appreciation from the Coalition Against Sexual and Domestic Assault (CASDA) recognizing him for his outstanding work which brought CASDA’s attention to a stalking case. Officer Holm made a CD recording, which he narrated, indicating the name of the case, the date, and where the recordings were being made. He also documented point by point what he heard in the messages in his report. His report and photographs were used in Omaha for a conviction of the perpetrator. The Sarpy Coordinator of CASDA stated this is one of the best investigated stalking cases she has ever seen. She further classified Ofc. Holm’s work as "outstanding and going the extra mile."

On another call, Officer Holm responded to a suspicious vehicle call at the Fantasy’s on Cornhusker where he had contact with a suspicious party who was in a Maroon 1991 Chevy Lumina. Further investigation revealed that the plates on the vehicle were stolen from Lincoln (unreported at that time) and that there were some stolen tools in the vehicle. The suspect was cited and released for 2 counts of possession of stolen property. Officer Holm additionally received information from the suspect about various crimes that he and several other parties had committed in Lincoln and Omaha. Officer Holm took down a detailed list of items stolen and from where. He then contacted the various law enforcement agencies, forwarding the information and directing them on where to find additional suspects.

Officer Holm’s performance during the 2nd quarter is an excellent example of community policing at it’s finest.

Honorable Mention
2009 Officer of the Second Quarter

In May 2009, Detective Mike Legband processed a stolen vehicle that was used in a pursuit. He was able to lift a latent print from the vehicle and submitted it for AFIS comparison.

A month later he got a hit on the print and a suspect was identified. A detective with past experience with the suspect advised Legband that the suspect was very difficult and would never talk. Det. Legband met with the suspect at the jail for an interview. He was able to establish a relationship with the suspect and obtained a confession from him which resulted in numerous felony arrests

This is the 3rd latent print "hit" Det. Legband has gotten this year. Latent print lifting is an art and Det. Legband has really shown his expertise in this area. Det. Legband’s supervisor stated he takes the time to thoroughly check over a scene and is able to find prints that others may not.

Det. Legband was also noted for his willingness to assist on calls with the road patrol, as well as, his positive attitude while "on call" as a detective.
