Officer Filippi, Officer of the Third Quarter

The Excellence in Law Enforcement Committee has selected Officer Filippi as Officer of the 3rd Quarter. Officer Filippi had demonstrated performance above and beyond that, which is routinely expected. Most notably his diligent efforts in an investigation of a home invasion in Bellevue.

On 07/27/11 officers were dispatched to the 2900 block of Kansas Dr. for a report of a Home Invasion Robbery that was in progress. Radio advised that 7 masked males entered the residence and had assaulted one of the three victims who were inside. During the robbery, the suspects struck one of the victims in the face, causing injury.

During Officer Filippi's investigation he learned that the homeowner had seen one of the suspects in his home on an earlier day with his roommate who lived upstairs. Filippi was also able to identify the white male since he was not wearing a mask, the homeowner stated he knew the white male as someone he knew from time spent in Sarpy County Jail. One of the victims also recalled hearing one of the black male suspects call the other black male suspect by his "street name." Filippi was able to track that name down the street name and match it up to an actual person, who lived in the same apartment complex.

Using the information he learned from the victims, Filippi returned to the North Assembly and began to research the potential suspects that he had information on. Filippi contacted Sarpy County Jail and asked them to research the info he provided to them to locate the white male based on tattoos and release date. Sarpy County Jail was able to provide information on the white male suspect and it was exactly how the victim described him. Officer Filippi also used other resources and was able to obtain names of two other suspects, who both lived in the same apartment complex.

After Filippi located the suspects, he created a photo line up and went back to apartment to show the three victims. Officer Filippi then spent several shifts to track down and interview all the parties involved. During an interview at the apartment complex, Filippi and another officer were able to locate the packaging of the gun used as well as the store receipt. After several shifts and numerous interviews of suspects and witnesses, Officer Filippi was able to book two of the main suspects and complete a warrant for another.

Honorable Mention

For the 3rd Quarter in 2011, Officer Roskey has been selected to receive an Honorable Mention.

Officer Roskey routinely calls in-service early, often earlier than anyone on his shift. He then makes himself available to take calls that are holding, emergency calls, or calls that would keep the day shift beyond the end of their shift. Officer Roskey is also willing to help out other officers on his shift when they are behind.

In July, while on a traffic stop near Lincoln and High School Drive, Officer Roskey heard what he believed to be a traffic accident to the south of his location. He then cut short his stop and responded to the area where he heard the sound. He found a vehicle on its side with a female trapped inside. As another officer arrived, Officer Roskey jumped inside the vehicle and broke out the sunroof with his baton so the victim could escape. It turned out that she may have had a diabetic reaction, which caused her to become disoriented. Officer Roskey's quick response allowed her to escape from the crashed car.

In August, Officer Roskey attempted to stop a vehicle for a traffic violation at Highway 370 and Galvin Road. He activated his emergency lights after turning west onto Highway 370 from Galvin Road. The vehicle continued west on Highway 370, turned south onto Ludwig Drive, turn south into the parking lot of Baldwin Field, and then continued west into the grass before stopping. The driver then qickly exited and ran into a wooded area. Officer Roskey chased the suspect, following him down a steep hill. Both Officer Roskey and the suspect slipped and rolled down the hill. Officer Roskey broke his leg during the fall. After reaching the bottom of the hill, the suspect continued running. Officer Roskey did not allow the "pop" sound from his leg, and sharp pain, to deter him from continuing to chase the suspect. Both continued running west into the woods until they reached the backyard of a home along Offutt Boulevard. Officer Roskey pushed the supsect to the ground and managed to get on top of him, placing him in a neck restraint. The suspect continued to struggle, attempting to arch his body, and by trying to knock Officer Roskey off of him. Officer Roskey knew that with his extreme pain, and with the mobility restrictions of his broken leg, he would be unable to fight or chase the suspect if he were able to break free. Officer Roskey was able to keep the suspect subdued until another officer arrived on scene to assist.

The suspect was later found to be a habitual intoxicated driver. He had five prior arrewsts with four prior convictions for driving while intoxicated. His license was under a 15 year revocation due to prior driving whil intoxicated convictions. While at the jail, his breath sample tested at .262 grams of alcohol per 210 liters of breath. He was arrested for Felony Driving While Intoxicated (5th Offense), Felony Flight to Avoid Arrest, Felony Driving Under Revocation, Obstructing a Police Officer, and Failure to Signal.

Officer Roskey's training and experience helped him to determine that the driver of the vehicle was most likely intoxicated. However, it was Officer Roskey's refusal to give up, even while feeling extreme pain and facing a suspect determined to escape, which resulted in the driver actually being arrested. Officer Roskey's unflinching resolve resulted in a danger driver being removed frm the roadway before someone else was more seriously injured that night.
