Officer Bader is a very strong, effective officer who exhibits outstanding devotion to duty and superior supervisory potential. Officer Bader is a high initiative individual whose work is always top quality. Bader consistently led his team in number of arrests, citations, reports, business checks, and DUI enforcement. Captain Stacey has recognized Bader for his punctuality, adherence to policy guidelines, and professional attitude, noting that he is a well rounded officer that others should emulate. Sergeant Evers stated that Officer Bader has extensive knowledge of state criminal and traffic laws, exercises good judgment in field situations, and remains professional in all his public contacts. Because of these qualities, Bader’s fellow officers rely on him in stressful incidents. Bader’s teammates also enjoy his sense of humor and his morale-building efforts. Sergeant Evers, who directs the Field Training Officer program, reported that Officer Bader has worked very hard this year with new recruits, contributing greatly to their development in a positive manner. Veteran officers who have had Officer Bader as an FTO are always complimentary about his coaching and supervision. The following are some of Officer Bader’s work accomplishments this year. In January, Officer Bader received a commendation from the Chief for his exemplary attendance record during 1988. In March, Officer Bader stopped a vehicle containing four men. The driver did not have a driver’s license and the four men became agitated. A second officer arrived to assist Bader and they used some new suspect control techniques recently learned at training. This was very effective and the two officers were able to recover evidence from the car connecting the four men with an Omaha burglary. All were arrested and turned over to Omaha Police. In April, Officer Bader conducted a traffic stop in the 3600 block of FCRS. A bystander watched Bader deal with the driver who was uncooperative. When Bader attempted to handcuff the driver as part of an arrest, the driver pushed Bader and said he was leaving. Bader detained the driver until a second officer arrived who assisted Bader in securing the driver in handcuffs. The bystander was impressed with how calm Bader remained and how much self-restraint he used. The bystander left with a good opinion of our officers and how they do their job. In May, Officer Bader and his partner were dispatched to a local counseling center for a deranged person who was outside the business. They confronted the man and found that he was armed with a pen knife and a container of suspected rat poison. Bader and the second officer contained the subject at the business and called for assistance. The subject was eventually secured and taken to a mental health facility. Bader was commended for his calm professional approach to the suspect that helped resolve the situation without injury to anyone. In October, Officer Bader and several other officers investigated a child abuse complaint in which a father had assaulted his thirteen year old daughter. Officers spoke with the father for an extended period of time and then tried to take him into custody peacefully. He became violent and had to be taken by force. He was checked at a hospital and then transported to a mental health facility. Officer Bader and the other officers were commended for their restraint and ability to control the suspect without hurting him.
