Officer Brewer, 1998 Officer of the Year

Officer Brewer was selected as the 1998 Officer of The Year because he exhibits the concern for his patrol district that our community-oriented policing philosophy is trying to achieve. He maintains high initiative in his daily duties and is thorough in his work. He looks out for his teammates and works well with the public.

Officer Brewer has been assigned to district 751 for the last two years, and takes pride in serving that area of our community. In October 1997 after the snow storm of the century, Brewer went into the area just east of 42nd Street on his day off with his own chain saw and volunteered his labor to residents to clear downed tree limbs.

He pays particular attention to on-going criminal activities in his district and attempts to use his free patrol time to address those concerns. On January 7th, 1998, Officer Brewer came to the station on his day off and sought permission from Command Staff to conduct plainclothes surveillance of the Bryan High School parking lot because of recent thefts from vehicles. He had conducted his own crime analysis and determined that the suspects were likely to hit again that morning. He was given permission, stationed himself there in his own private vehicle, and within a short time, observed a young man breaking into a car. He radioed to on-duty units and aided in the apprehension of the suspect.

Officer Brewer displays great initiative in his daily duties. During the first eleven months of the year, Officer Brewer was at or near the top of his team in work indicators for ten of the months. His partners attest to his willingness to assist them, to share the work, and to generally being helpful without being asked. If he is not busy with radio calls, Brewer is doing vacation watches, building checks, or selective enforcement.

Whatever the particular assignment, Officer Brewer is thorough in completing it. He pays attention to detail and does the job right. This good work habit has led to three drug arrests during routine traffic stops this year. In September during a DUI stop, Officer Brewer suspected the driver and vehicle occupants of drug possession because of observations that he made. After further investigation, Brewer seized about a pound of marijuana from that vehicle.

In November Brewer made an arrest for Driving under Suspension, and during the vehicle inventory found a small piece of plastic behind the ashtray. It was the tip of a small bag containing methamphetamine. Searching further, Brewer found more methamphetamine, cocaine, and $4300 dollars cash. Also in November Officer Brewer had a Driving under Suspension arrest and discovered a meth rock in a jewelry case. Officer Brewer writes good, detailed reports and conducts investigations that are always as complete as possible.

Officer Brewer works with Officers Dargy and Cox. They speak highly of his willingness to assist them in all matters, to take their report calls when they are busy, and to back them up in risky situations. Brewer always keeps a cheerful, friendly disposition when interacting with fellow officers and department staff. This is also how Officer Brewer treats the public. He remains calm, fair, and courteous. Brewer has received many commendations this year from citizens for his professional or courteous behavior, four of which came from drivers that he stopped for violations.

Officer Brewer serves the public well, even if it means going the extra mile on his own time.
