Officer Stuck, 2005 Officer of the Year

Officer Stuck was selected as the 2005 Officer of the Year because throughout the year he demonstrated dedication to his profession with his day to day accomplishments and he has displayed his loyalty to this department and the city by continuously going beyond what is asked of him.

Officer Stuck single-handedly designed and conducted a seminar on methamphetamine abuse. He secured a suitable location, contacted several inspiring speakers, then made certain the entire community was notified and was aware it was being offered at no charge. The event was a resounding success.

Officer Stuck had been introduced to a small child who was afraid of police officers as a result of a previous contact the child had with another officer. Knowing that young people are the future of our community and also realizing that the fear of law enforcement officers would grow and spread, Officer Stuck wanted to show the child that police officers are people too, and that they are people who can be trusted. He convinced his own family to help him. They all met with the child, bringing cookies and smiling faces. Officer Stuck went above and beyond towards helping the child learn that police officers are husbands and fathers too.

Officer Stuck has been the primary defensive tactics instructor for the Bellevue Police Department. He has trained many of the officers in the Operations, Administration and School Resource units. This is monumental task at which Stuck has excelled.

Officer Stuck secured private funding to underwrite instructor leave certification for advanced tactical skills for police officers. It was a significant addition to our training budget and the training it will secure will benefit all the officers in the department.

Officer Stuck is always worried about the tactical fitness of his fellow officers. He secured a training facility and is conducting weekly defensive tactics training for any officer from any law enforcment agency who would like to learn or to sharpen his or her skills. He is gifting one night of his own time every week in an effort make others in our profession safe.

Officer Stuck was transferred to the Special Investigations Unit (SIU) as a temporary investigator. During his brief stay in that unit he was responsible for 33% of all drug arrests. His uncanny ability to convince drug suspects to cooperate with investigations is legendary. His skills and abilities as a drug investigator were confirmed when the SIU Supervisor requested that Officer Stuck's furlough to the unit be extended to help clear up some other cases.

Officer Stuck designed a gang book that officers can use when working on a gang related incident in the city. The book has details on suspects and their affiliations. Officer Stuck has also developed many professional relationships with gang officers in other departments in the Metro Area.

Last but not least, Officer Stuck has been consistenly high in his contacts with the people of Bellevue throughout the year, with a high majority of these being self generated activities.
