Officer Stuck was selected due to his thorough investigative work which lead numerous narcotics related arrests that covered several states from Missouri to Arizona. Stuck coordinated with local, state, and federal agencies. As a result of his diligence and tenacious attitude, an international drug trafficking ring that involved local criminal gangs was eradicated. January Det Stuck received information from one of his many informants that a suspect was the source of a large amount of methamphetamine being distributed in the metro area. Det Stuck was able to get the informant to bring another undercover detective along for the deal. Two ounces were negotiated for and purchased. Det Stuck received information from one of his informants that a suspect would be able to sell him crack cocaine. The informant only knew the suspect by a nickname. Det Stuck drove the informant to a location in Omaha where he was present when the CI purchased ½ ounce of crack cocaine. This was a joint operation with the Omaha Police Department Narcotics Unit. February Working with a confidential informant, Det Stuck made another undercover purchase of crack cocaine (approximately ½ ounce). The suspect is a known crack dealing gang member in north Omaha. This is another joint operation with the Omaha Police Department Narcotics Unit. Det Stuck has been putting in long hours with his OCEDEFT case BLUESTORM. This case has been blossoming into a very large conspiracy within the drug/gang circles. Det Stuck has been managing two informants with this case, conducting proffer interviews, maintaining surveillance on numerous residences and vehicles involved and collecting reports for the future federal indictments of numerous dangerous gang members. March Det Stuck received information from one of his informants and conducted operations in which another detective was utilized in an undercover capacity to purchase one ounce of "pure" methamphetamine from a suspect. This was a joint operation with the Bellevue Police Department and Omaha Police Department Narcotics Unit. Future deals were also arranged with this suspect. May Det Stuck was instrumental in the South Side Barber shooting case of Jamar ADAMS. With Det Stuck’s extensive knowledge of area gangs and his contacts with the Omaha Police Department Gang Unit, he was able to assist in the identification and apprehension of the shooting suspect. June Det Stuck has been working diligently on the BLUESTORM case. Part of that case involved coordinating the interception of a load of marijuana en route to the Bellevue area. During the early morning hours, Det Stuck rallied the troops and set up surveillance on the vehicle and the suspect residence. Due to his initiative, coordination and diligence, the load was stopped and additional suspects in the organization were identified. Det Stuck, with the use of his informant, developed a suspect in a larger drug distribution case, involving Omaha and Bellevue. The suspect was selling large amounts of cocaine and marijuana throughout the metro area. With Det Stuck’s hard work and thinking outside the box he was able to bring a two day investigation to a close by arranging a purchase of several pounds of marijuana from the suspect. This investigation led to the arrest of the suspect and the recovery of several pounds of marijuana, a kilo of cocaine, a handgun and several thousand dollars in cash. July A letter was received from KRAV MAGA Force Training Division dated 7-16-09 written by Jon Pascal, the Director. Mr. Pascal stated that he had the pleasure of working with Det Stuck during the instructor certification course in June. Mr. Pascal was "very impressed by his professionalism, dynamic work ethic and commitment to excellence in training." Mr. Pascal also stated that in his 15 years of DT training he has taught over 500 agencies and academies throughout the U.S. Mr. Pascal stated, "Your agency should be proud to have sent Detective Stuck as a representative. During the physically demanding course I saw his passion and uncompromising commitment to bringing the very best in law enforcement training to your agency personnel as exemplified by his hard work throughout the week." This glowing praise is just another example of how John is dedicated to his department. November Det Stuck and two other SIU Detectives conducted a surveillance trip to Arizona, as a participant in the drug organization transported a large amount of cash for a marijuana purchase from the Omaha area to Arizona. Det Stuck and the other two detectives coordinated the operation with State and Federal Law Enforcement Officials in Arizona. This operation required the Detectives to travel to Arizona and back in 2 1/2 days, with over 40 hrs spent on the road. The operation resulted in a substantial amount of intelligence being gathered on the suppliers of the truck loads of marijuana being transported to the Bellevue/Omaha area Det Stuck assisted in setting up a fictitious business in which money was to be laundered into it by the suspects in the case. This was a key element in the money laundering case against the suspects. Det Stuck conducted two separate money drops of approx $50,000 each from a suspect to be funneled into the fictitious business. During the Blue Storm investigation, Det Stuck developed information which led him to believe one of the suspects was en route to Arizona with money for a drug buy. Det Stuck coordinated with Arizona Narcotics Detectives who, with the information provided by Det Stuck, were able to locate and stop the suspect vehicle. This stop resulted in the seizure of nearly $200,000 in cash. December On December 18th 2009, the case Det Stuck had been working on for over 1 1/2 yrs (Blue Storm) culminated in the arrest of 11 suspects involved in a major marijuana distribution, conspiracy and money laundering operation. Along with the arrests, over $500,000 dollars in cash was seized, along with 12 vehicles and 10 real estate properties. These assets are in the process of forfeiture, with the proceeds being disbursed to the Bellevue Police Department and other assisting state and federal agencies. During the course of this investigation, Det Stuck worked many of his days off and several 12 to 15 hr days. This investigation was the largest money and property seizure ever by the Bellevue Police Department and one of the largest in this area. Det Stuck did an outstanding job of coordinating between the United States Assistant Attorney’s Office, the FBI, Omaha Police Department, Internal Revenue Service and several other agencies in Arizona and Colorado. Det Stuck monitored dozens of recordings involving the head of the drug organization. As a result of these recordings, Det Stuck obtained information of a possible "hit" which the suspect was attempting to set up. Det Stuck took immediate actions to warn the possible target and took steps to prevent this murder from occurring. Det. Stuck also learned of a plot to attack and seriously injure a lawyer who had been frequenting the jail. Once again, Det Stuck took steps to make sure this assault could not take place. Det Stuck also discovered information about various contraband items being smuggled into a corrections facility. Det Stuck worked with jail officials to help prevent this from occurring.
