Volunteers In Police Enforcement and Response (VIPER) Unit

The Bellevue Police Department Volunteers In Police Enforcement and Response (VIPER) Unit is comprised of citizen volunteers who enhance the effectiveness of the Bellevue Police Department. The mission of the VIPER Unit is to keep sworn law enforcement officers in service for critical and priority calls for service, while the VIPER Unit handles more of the non-priority, but still important duties. These duties include enforcement of handicapped and fire lane parking, vacation house watches, assisting school safety patrols at school start and dismissal, transportation of police vehicles, and/or traffic assignments such as parades, annual city celebrations, and funerals.

Currently, the VIPER Unit is funded entirely by grants won by the unit coordinators. The unit has received some grants from the Bellevue Wal-Mart. The grant money is used to purchase uniforms and other supplies. The VIPER Unit vehicle, a 2004 Ford Focus, was provided by the Bellevue Police Department and was purchased with funds from the Sarpy County defensive driving class.

The VIPER Unit was established in May of 2004 with eight men and women with a wide range in age, race and backgrounds. Their professional backgrounds included careers in banking, accounting, military and homemaking. The original VIPER Unit was such a huge success, they grew to twelve members and expanded the unit’s scope to include patrolling apartment complexes for handicapped citizens, fire-lane parking violations, and assisting Bellevue Police School Resource Officers (SROs) with large high school sporting events. The unit meets monthly with sworn police personnel to review new assignments and for on-going training.

In just its first year and a half, the VIPER Unit had:

  • Patrolled the City of Bellevue for well over 2600 hours
  • Written over 225 parking tickets to violators of both handicapped parking and fire lane parking
  • Completed over 225 vacation house watches for residence of Bellevue

The Bellevue Police VIPER Unit follows the Ordinances of the City of Bellevue and The State Statutes of Nebraska for laws regarding handicapped parking and fire lane parking violations. The VIPER Unit also recognizes the Americans with Disabilities Act for direction and education to businesses with handicapped parking.

The Bellevue Police Department continuously seeks qualified members of the community who meet the high standards necessary to become a VIPER Unit member. VIPER Unit members must complete or pass the following:

  • City employment application
  • Police background check
  • Oral board interview
  • Field training evaluation ride
  • Citizens police academy
  • Field training with field training officer
  • Safe vehicle operations evaluation
